Agent Joe Turner (Robert Redford) compiles information to US intelligence, with a publishing company as a cover. When one day he returns after lunch, he finds all of his colleagues murdered. He calls his superiors and receives instructions to stay on site until he get reinforcements. Shortly after, he suffers an assassination attempt, but manages to escape. In desperation, he kidnaps a woman and uses her as a human shield while he tries to understand what is happenning. He realizes that someone within the intelligence services want to kill him, but why?
