In a small town in West Virginia, Mike Howell works in a supermarket. He wants to ask his girlfriend Phoebe to marry him but does not find the right opportunity. Without being aware of it, Mike is actually a secret agent, who has been decrypted. He has participated in a CIA project that has been put down. When the project leader, Victoria Lasseter, finds out that they plan to kill Mike, she feels responsible for him. So she activates him again as an agent so that he can defend himself.
